The child's mom, Emily Arter, and her boyfriend, Joel Rodriguez-Melendez, were arrested after Carroll Township Police responded to a daycare in Dillsburg on Thursday, May 28, for a report that cocaine had been found in a child's lunch bag, according to the department.
